Article 243G and the Eleventh Schedule

State Legislatures may, by law, give Panchayats powers and authority necessary to function as institutions of self-government. Such laws may provide for:


preparation of plans for economic development and social justice; and


implementation of schemes relating to matters listed in the Eleventh Schedule.

29 Subjects of the Eleventh Schedule

animal husbandry;


dairy development; and


poultry.



5. Fisheries


Panchayats may be entrusted with responsibilities relating to fisheries and local fishery development.


6. Social Forestry and Farm Forestry


This includes activities relating to social forestry and farm forestry, supporting local environmental protection and tree-based rural development.


7. Minor Forest Produce


This covers matters relating to minor forest produce, particularly important for rural and forest-dependent communities.


8. Small-Scale Industries

9. Khadi, Village and Cottage Industries

Eleventh Schedule and Panchayati Raj
